I applied as a transfer and did not have any issues getting accepted. If applying to GVSU, start early, especially if you need on-campus housing as housing fills up fast. For Transfers, try to get your GPA as high as possible to be eligible for more scholarships. Also transfer with the Macrao agreement, it saves a lot of time and money on Gen Eds.
